Mandatory Digitalization for Healthcare Facilities (Permenkes 24/2022): EMR, SATUSEHAT & License Revocation Risk

Digitalizing healthcare facilities in Indonesia is no longer optional โ€” it is a legal obligation. Many clinic, health-center, and hospital owners are unaware that delaying digitalization can lead to administrative sanctions, even the risk of license revocation.

Legal basis

This obligation is set out in Minister of Health Regulation (Permenkes) No. 24 of 2022 on Medical Records, which revokes Permenkes No. 269 of 2008. It is reinforced by Minister of Health Circular No. HK.02.01/MENKES/1030/2023 on administrative sanctions for facilities that fail to implement electronic medical records.

What is required?

  • Electronic Medical Records (EMR): all healthcare facilities must implement EMR, replacing paper records.
  • SATUSEHAT integration: the EMR must connect to the Ministry of Health's SATUSEHAT Platform so service data is submitted nationally.

Who must comply?

The obligation applies to all facility types โ€” solo doctor/dentist practices, clinics, community health centers, hospitals, laboratories, pharmacies, and beauty clinics.

Deadlines

  • 31 December 2023: deadline for all facilities to implement EMR (and connect to SATUSEHAT).
  • 31 March 2024: for facilities that already have EMR but have not integrated with SATUSEHAT.

Sanction ladder โ€” up to license revocation

Sanctions are administrative and tiered:

  1. Written warning for facilities that have not implemented EMR / connected to SATUSEHAT by the deadline.
  2. Accreditation status adjustment recommendation for those with EMR but not yet SATUSEHAT-integrated.
  3. Revocation of business license โ€” as the most severe sanction, the Minister of Health, through the Director General of Health Services, may request license revocation from the competent authority under prevailing regulations.
